This submission proposes that a regulatory sandbox for community energy groups be established to stimulate innovation and to develop new energy services and markets in the UK.
Using the example of the Dutch Enterprise Agency, the regulatory sandbox model is presented as a tool being used by governments for experimentation with new business models. The results of the sandbox help inform policymakers on new developments in innovation and show how regulation can be adapted to enable new business models.
